Saints formally rule out Carr, will start Haener

New Orleans Saints quarterback Derek Carr, previously considered doubtful to play, was officially ruled out of Sunday’s game against the Washington Commanders, and second-year quarterback Jake Haener, a fourth-round choice out of Fresno State, will start.
